Coast Guard operational environment and in technical management environments. He

and system business case development, design, and implementation to meet mission

Task Leader and support for several projects including:

Coast Guard Modernization Design – Identification and maintenance of several
models to test and validate the proposed design of the Coast Guard modernization
effort – the migration from current HQ/Area organization to
DCO/DCMS/OPCOM/FORCECOM organization. This includes identification and
categorization of all functions of the Coast Guard, it’s organization, and the
personnel billet assignments necessary to support the manpower requirements of
each organizational element.

Coast Guard Planning Doctrine – Identification and development of collection of
enduring best practices to provide guidance on planning within the Coast Guard
from Strategic to Operational Planning. A collection of doctrinal publications
being developed to categorize the policy and planning doctrine and support an
identified overall doctrine hierarchy for all operations within the Coast Guard.

Capability and Business Process Management Alignment – Development of alignment
policies including a Common Activity Library categorizing and aligning of all
activities performed within the Coast Guard including logistics support,
enterprise architecture, and manpower requirements analysis.

Unified Performance Logic Model – Development and support of a web-based model
to serve as an alignment mechanism across all performance measurement and logic
model development throughout the Coast Guard. A unique visualization interface
was developed to provide user control and visualization of relationships across
models.
Lead instructor for the Coast Guard System Development Life Cycle governing the
identification, business justification, alternative and cost analysis, design,
and development of C4&IT systems within the Coast Guard. This includes
interfaces to major system acquisition and DHS system acquisition requirements.
Professional Experience:
CG-6 Policy and Practice Development
Technical contributor in the development of a family of Coast Guard Policy
and Practices to establish the roles, responsibilities, and business processes
for the newly established CG-6 Headquarters Directorate. MSI’s principal author
for investment management Policy and Practices governing IT investments within
CG-6.
USDA Telecommunications Manual and Procedures
Task Leader for the development of a revised telecommunications policy and
procedures for the Office of the CIO, US Department of Agriculture. The USDA is
creating a streamlined process for developing and managing telecommunication
policy and procedures. IT management procedures across the board will be
reviewed to reflect current government regulations and Departmental needs.
Business Justification Support for a Risk Based Decision Making System
MSI’s principal author on development of the business justification submission
(OMB 300) for a Risk Based Decision Making Information System.
CGDN21 Functional Requirements Development
MSI’s technical contributor to the development of the Coast Guard Data
Network for the 21st Century (CGDN21) Functional Requirements.
Principal author of the draft Information Assurance Plan and other System
Development Life Cycle (SDLC) products to move the CGDN21 system through the
Planning and Requirements phase of the SDLC.
Telecommunication and Information Systems Command (TISCOM) Business Plan
Task Leader for the review and update of the 5-year TISCOM Business Plan
outlining the unit’s strategy for successful completion of assigned missions,
roles, and responsibilities. The Plan includes key strategic and supporting
objectives for the unit along with unit performance measures; an explanation of
the desired “end state” for the unit; and strategy elements, major initiatives,
and key projects to be accomplished in order for the unit to be successful..
Legacy Asset Sustainment Model (LASM)
Design and implementation of the LASM web-based application to support CG-4
in the analysis of projects within the CG-4 System Directorate in an objective,
systematic and documented method. The web-based application identifies optimal
combinations of cutter and aircraft investments that maximize sustainment of
capability given budget constraints.
User input/output a critical component of success of the process.
Integrated Support Strategy Model
MSI’s principal author of CG-4 System’s Directorate Integrated Support
Strategy Model (ISSM) outlining the processes necessary to review and develop
CG-4’s five-year Capital Asset Management Strategy (CAMS).
Previous Experience:
Chief, Information Services Division, U.S. Coast Guard Academy. (4/99-7/04).
Responsible for the telecommunications infrastructure at an accredited
military higher education institution consisting of: over 1,600 users, $2.5M
budget; 25 personnel; and, development of the organizations IT Strategic Plan.
Placed an emphasis on customer communications and understanding to support the
business case for a 100% increase in the budget for technology allowing the
Academy to move at a pace faster than the growth of technology – significantly
reducing the gap between leading technologies and implementation at the Coast
Guard Academy.
Major Accomplishments:
- Implemented processes to
significantly improve and measure customer support services and software
development processes by applying the Commandant’s Performance Challenge
Criteria.
- Strengthened governance
structures of IT planning decisions increasing user input and awareness.
- Completed needs analysis
and implemented a centralized support structure for all Academy IT support.

Coast Guard’s first performance based major IT support contract.
- Contributing member to
the Academy’s 10-year NEASC Accreditation.
- Coordinated the Coast
Guard’s inaugural Innovation Exposition. Proven success of the initiative
established the annual conference with over 150 booths, 50 presenters, and
over 2,500 participants throughout industry.

Academy’s Strategic Map Implementation Team and Unit of Choice programs.
Instructor, Electrical
Engineering, U.S. Coast Guard Academy. (6/94-5/99).
Faculty member in charge of developing highly technical curriculum in
support of a NEASC and ABET accredited Engineering program. Instructor for
senior level courses in Project Management and Communication Systems. Served as
Assistant Section Chief responsible for managing all funds and support
personnel. Acted as computer system planning and implementation officer for
entire Department of Engineering.
Major Accomplishments:
- Introduced advance
technology in student labs including Digital Signal Processing, Field
Programmable Gate Array and Digital Down converters.
- Planned and implemented a
network for the entire Department of Engineering’s over 220 workstation
infrastructure.
- Completed and
successfully demonstrated for Allied nations the first operational mobile
indoor geolocation system capable of tracking a hand-held transmitter to
within three feet accuracy.
- Re-developed the
internationally attended Radio Navigation course.
- Integrated electronics
hardware with Electrical Engineering’s MATLAB program; reducing project
development time for hardware interfaces by 80%.

Electronics Engineering Center – Loran project engineering responsible for the
communications upgrade of the Coast Guard’s world-wide Loran navigation system
and initial Planning Officer for the Coast Guard’s Loran Consolidated Control

member crew.
