James Barnes


Summary:
Mr. Barnes has 10 years of experience in analysis, design, development, and testing of data management and modeling software.  His concentration has been in emergency management tools, model integration, and Geographic Information Systems (GIS).  As a member of the Technical Staff, Mr. Barnes concentrates on data management automation, simulation modeling, GIS data integration, and data analysis and assessment.  He is involved in the development life cycle, including customer interaction, requirements analysis, system design, software development, test and evaluation, system integration, and ongoing system support.

Education:
Three Rivers Community Technical College, Non-Degree Computer Science, 1999-2000.
University of Connecticut, B.A. Geography 1985-1990.

 

Mr. Barnes has completed Homeland Security Exercise and Evaluation Program (HSEEP) training on developing, facilitating, conducting, and evaluating drills and exercises.  He has also successfully completed the Basic Incident Command System, National Response Framework and National Incident Management System Training Courses.

Current Responsibilities:

Mr. Barnes has developed ASP.NET Web pages that automate the processing of Excel Billet Maps for the Coast Guard Modernization Effort.  He continues to develop and support the Unified Performance Logic Model (UPLM).  He developed GIS weather data and patrol area assignments, and analyzed and documented operational effectiveness results in support of the Coast Guard Fleet Mix Analysis Phase I and II.  He provided a current and detailed network topology view of drug trafficking routes in the Western Hemisphere Transit Zone.

Previous Experience:
Software Development – Beaudreau Electric, 2007-2008.
Developed an ISD program to monitor vapor emissions against CARB regulations for California gas stations.  This VB.NET program correlates data with varying timestamps from multiple sources, and stores results in an Access database.  Built a VB.NET wrapper program to run a 3rd party Analysis tool, store output in a SQL Server database, and display the results in a corporate GUI.

Quality Assurance – Beaudreau Electric 2007-2008.
Configured and ran tests against hardware and software, researched software test tools, implemented Mantis bug tracking and TestLink test management software.

Software Development – Applied Science Associates 2006-2007.
Implemented windows services in a Data Delivery program.  This project utilized the Windows Message Queue and multi-threading. Designed and created a WMS GIS client in C#, with a SQL Server database. Extended the ESRI ArcMap User Interface using ArcObjects and C#. Reengineered a VB.NET application to improve code management and add the ability to run against either an Access or SQL Server database. Incorporated CMap Charts into a VB6 application. Deployed applications with Install-Shield.

Software Development - MPRI Ship Analytics 2000-2005.
Programmed and deployed a web application written in C#.  Integrated GIS mapping using ESRI Web Services.  Extended a web application written in Java with the Eclipse IDE.  Developed client-server applications written in Delphi and utilizing ESRI MapObjects to provide GIS features. Researched and integrated third-party models. Gained experience with Oracle, Red Hat Linux, and XML. Program

Management - MPRI Ship Analytics 2004-2005.
Oversaw budgets, scheduling, and documentation for contract delivery. Organized teams of programmers to meet project goals.Controlled database schemas archived with CVS software.

Quality Assurance - MPRI Ship Analytics 2002-2005.
Organized and wrote test plans and procedures.  Audited operations to meet ISO 2000 Quality Standards.

Sales Support - MPRI Ship Analytics 2001-2005.
Developed sample data for product demonstrations.  Demonstrated applications to prospective customers.

Customer Support - MPRI Ship Analytics 2000-2005.
Installed and upgraded software both in-house and on-site.  Configured applications to meet customer’s unique requirements.  Migrated customer data into our products.  Tested delivery for customer acceptance. Wrote help manuals and technical documentation.  Trained customers in use and maintenance of our products.

Customer Support - Seaport Software 1998-1999. 
Answered customer questions on using the Retail program.  Trained customers to use advanced features.  Identified program bugs.
