Timothy J. Cochran


Summary:
Mr. Cochran has over 31 years of U.S. Navy and Government contracting experience. He has served as Chief Engineering Officer on numerous platforms and has led an integrated logistic support and life cycle organization in the areas of naval engineering, submarine special projects, submarine training systems (including acquisition), competency development and program management.  As the Assistant Chief Engineer and Main Propulsion Assistant of a forward deployed ship in Italy, he personally analyzed the workforce, developed and implemented a complex engineering training program to meet regulations and workforce requirements.  The program became the model for both the Atlantic and Pacific fleets.  He spearheaded the government efforts to develop and implement complex surveillance, requirements generation, and quality assurance programs for major defense contractors to ensure submarines were delivered to the government in accordance with the specifications of the contract. While the Lead In-Service Engineer for Naval Air Warfare Command Training Systems Division, and the On Site Agent for NAVSEA 07L1, he personally developed and implemented numerous safeguards and policies which have been incorporated throughout all submarine training commands to develop necessary workforce competencies and ensure compliance with security and installation directives and practices.

Mr. Cochran also holds a Certificate of Completion, Mastering Program Management and Government Contracting, Villanova University, 2010 and has completed over 40,000 hours of military technical schools in a variety of marine engineering and leadership disciplines during his active duty tenure. He is also certified as a Program Manager and Systems Engineer through the Defense Acquisition University

Current Responsibilities:

  • Northop Grumman LCS/PF Analysis - Technical contributor to the development and analysis of the potential design of the National Security Cutter as a Patrol Frigate to compliment the Navy fleet of Littoral Combat Ships (LCS). Developed and executed complex computer models to generate a proposed force mix of required platforms to efficiently conduct mission sets by the Navy.
  • Coast Guard Capstone Concept of Operations – Contributor to the development of the Coast Guard Capstone Concept document which will be the overall doctrine hierarchy for all operations within the Coast Guard.

  • Coast Guard Concept of Operations and Offshore Concept of Operations– Technical contributor to the development of the Coast Guard Concept of Operations and supporting Offshore Concept of Operations documents which will describe planning, allocation and execution of operations across all Coast Guard mission sets.

  • DHS Multi-mission Cutter Fleet Study – Technical contributor to the development experimental designs and formulation of modeling excursions using the Coast Guard Maritime Operational Effectiveness Simulation (CGMOES) for  the DHS PA&E Multi-mission Fleet Study

Previous Experience:
Mr. Cochran has over 31 years of Naval experience with his most recent efforts focused on developing effective training programs for the Naval Submarine force including:

  • Development, refinement and application of approaches, methods and guidance for the United States Navy Submarine Force to and NAVSEA 07L1 to standardize submarine training system installations, modifications and reporting procedures.

  • Spearheading the development of a comprehensive program management tool and database to track submarine trainer deficiencies through the government, civilian contractors, systems engineers, and fleet end users.

  • Proven expert in all United States Navy surface ship and submarine training matters.  Decades of experience in the development of PQS and WQS standards, as well as Engineering Operating Procedures (EOP) and Engineering Casualty Control Procedures (EOCC).

Naval Air Warfare Command, Training Systems Division
As the Lead In-Service Engineer/Program Manager Mr. Cochran was responsible for  Development and life cycle support of all submarine training systems at the Naval Submarine School in New London, CT. Sought after expert in the installation, modification, and support of complex submarine simulators and trainers.  Developed doctrine and new training initiatives to support initial training, advanced training, watch station qualification training, as well as “just in time” training to support lessons learned and casualty training:

  • Certified Acquisition Workforce Professional through the Defense Acquisition University as a Systems Engineer. 

  • Proven working knowledge of all aspects of government acquisition and contracting procedures. 

  • Often called to remote training sites to provide leadership, management and program management oversight.

United States Navy, Engineering Officer - Selected for a commission under the provisions of the Limited Duty Officer Program, an elite program which selects the top 1% enlisted personnel for commission.  Initial duties included Naval Sea Systems Command, On-Site Officer in Charge at General Dynamics, Electric Boat for USS JIMMY CARTER (SSN 23) construction. Advised and managed numerous personnel at all levels from Vice President of major defense contractors, Program Managers, Flag Officers as well as the crew of the delivery platform.

  • Responsible as the government on-site agent to monitor a major defense prime contractor, seven major sub-contractors and all government agencies in the construction of the final modified Seawolf Class nuclear submarine.

  • Chaired and participated in all Integrated Product Team reviews as well as all meeting and discussion groups involving design, construction and testing for the construction. Ensured Performance Based Logistics (PBL) criteria were implemented across the board to ensure success of both contractors and government requirements.

  • Conducted and developed Flag level and Senate level reviews of the program on a quarterly basis.

  • Responsible for the development and modification of all logistics products including technical manuals, operating and casualty procedures and maintenance requirement cards. Worked hand in hand with all contractors and government personnel to ensure all logistics products were formalized, developed and delivered on time.

  • Developed several comprehensive tracking programs to ensure that all testing requirements were identified and met during the construction and testing phases.

  • Spearheaded quarterly program audits to all the major defense contracting plants during the construction to ensure requirements were met. Identified deficiencies and helped the contractor implement correction plans to meet demanding requirements.

Other Navy Assignments - Other key assignments included Chief Engineer, USS FRANK CABLE (AS40), forward deployed to Guam, Chief Engineer/Executive Officer SHIPPINGPORT (ARDM 4), Main Propulsion Assistant/Assistant Engineer USS FRANK CABLE (AS 40), completed major overhaul and homeport relocation to Guam from Charleston, SC, Main Propulsion Assistant USS SIMON LAKE (AS 33) forward deployed to Sardinia, Italy, Chief of the Boat (most senior enlisted position) USS AUGUSTA (SSN 710). Mr. Cochran has also served on several other fast attack submarines and is an expert in all areas of submarine doctrine, training, maintenance, operations, and quality assurance.
