Scott M. Dilley
Summary:
Mr. Dilley has over 30 years of direct management level participation in Federal, regional,
State and local homeland security and counter-terrorism (CT) response readiness
programs and clearly understand their complex history, participants and
challenges. He has directly participated in diverse emergency response related
activities since the 1980s and possess deep understanding of related strategic,
tactical and technical operational imperatives. He has proven leadership, management
and communications skills gained and demonstrated in a series of relevant and
successful organizations and programs focused on all-hazards response readiness.

Coast Guard Capstone Concept of Operations
– Contributor to the development of the Coast Guard Capstone Concept
document which will be the overall doctrine hierarchy for all operations
within the Coast Guard.

Coast Guard Concept of Operations and Offshore
Concept of Operations– Technical
contributor to the development of the Coast Guard Concept of
Operations and supporting Offshore Concept of Operations documents which
will describe planning, allocation and execution of operations across all
Coast Guard mission sets.

Joint Defense Support to Civil
Authorities (JDSCA). JDSCA Quick Reaction Test (QRT) was directed to develop and test
Concept of Operations (CONOPS) and Tactics, Techniques, and
Procedures (TTP) for the execution and employment of Defense Support
Civil Authorities (DSCA) missions during non-Chemical, Biological,
Radiological, Nuclear, or High-yield Explosive (CBRNE) events. Testing of
the handbook was conducted at Alaska Shield (full-scale exercise), and at
Marine Corps Installations West (MCIWEST) Golden Guardian 2010 (full-scale
exercise). MSI personnel were part of the exercise planning team and
control group for Alaska Shield 2010 a national level exercise. Facilitated
the following table-top exercises to test the handbook, Hurricane scenario
with the Pacific Command (PACOM) J3 and J5 staff, Winter Storm/Flood
scenario with the Iowa National Guard Headquarters J-3 staff and
Hurricane/Flood scenario with the New Hampshire National Guard Headquarters
J-5 staff. This JDSCA QRT will provide a readily available JDSCA handbook
that outlines required operational standards and joint warfighter
responsibilities necessary to effectively execute JDSCA CONOPS and TTP.
Supported efforts as the Subject Matter Expert in Military DSCA operations.

Western Hemisphere Transit Zone Performance Gaps
Analysis (WHTZ PGA). Supported efforts to conduct the periodic review of
the adequacy of resources committed to international drug enforcement.

Planning and Doctrine Development –
Supports development of plans, policy and doctrine for Coast Guard Operations
including mission performance plans, performance assessments, preparedness
planning, and exercise development and evaluation.

Operations Analysis
and Operations Research - Performs operational and quantitative analysis of real
world problems. Principal application to the U.S. Coast Guard and Department of
Homeland Security. Develops related material to Coast Guard Mission performance
plans and assists in developing policy for maritime threat response to an
all-hazards environment.
Previous Experience: Global Emergency Resources Training & Exercise Specialist - Nov 2006 –
July 2008 Supervised the development of disaster management exercises and training for
Public Health and Hospitals. Develops curriculum and course materials for all
exercise types (orientation, drill, table-top, functional and full scale).
Supervised the development, coordination, and implementation of workshops,
drills, and exercises addressing emergency preparedness planning and response
for State and Local Health Care. Conducted evaluations during simulations to
evaluate the effectiveness of the exercise and to assist with state and regional
feedback for future planning.

As the
Training, Exercise and Design Specialist (Consultant) Mr. Dilley directed and managed ambitious programs to develop, facilitate, conduct, and
evaluate drills and exercises related to medical response capacity and
capability among targeted national and regional trainee populations. Supervised
a team of professionals to design, implement and evaluate Connecticut's hospital emergency
preparedness exercises within a strategic plan to improve capacity and add
capability relative to natural and man-made disaster response.
Connecticut National Guard, Office of Emergency
Management - December 2001- May 2005
As a Connecticut Army National Guard Lieutenant Colonel (Retired),
responsible for
Plans, Operations, Military Support Officer (POMSO) Mr. Dilley supervised Joint
Operations Center and staff, coordinating all community emergency and
non-emergency support. Directed response actions from conception to completion
to include planning and direction, analyses consolidation and review of
recommendations to focus strategic and operational response readiness efforts.
Supervised all Plans and Operations Division activities relative to training for
and validating capability to perform all emergency response missions in the CT
Office of Emergency Preparedness portfolio. Initiated projects and established
priorities for the Joint Operations Center. Directed continuous improvement
program for contingency plans pertaining to civil disturbances, natural and
civil disasters, nuclear attack, land defense plans and key asset protection
program. Reviewed information and plans. Synchronized the execution of plans.
Made recommendations on complex planning problems. Planned and conducted
comprehensive studies. Made suggestions to improve Military Support program and
operations. Developed exercises to enhance the capability of the CT National
Guard to operate efficiently during emergency operations. Maintained
liaison and coordination with State, local and Federal government, senior
military officials and Federal, State and local response and law enforcement
agencies including Federal Emergency Management Agency and FBI. Coordinated the
activities of Army, Navy, Air Force Reserve, and Coast Guard liaison officers
assigned to the CT National Guard for military support to Emergency Management.
Was Lead National Guard planner for TOP OFFICIALS 3 (TOPOFF 3), a national level
Countering Terrorism emergency response exercise with over 5,000 participants in
multiple state and international venues. As member of the CT Venue Working
Group, developed exercise objectives, coordinated myriad exercise events, and
acted as Controller for state and federal agencies. During exercise execution,
coordinated Title 10 active duty soldiers deploying to Millstone Nuclear Power
Plant in a precedent setting coordinated response never before attempted.
Mr. Dilley was the principal developer and
participant in exercise PATRIOT DEFENSE 04. PATRIOT DEFENSE was a joint
Military/State exercise with Federal, State, and local participation. Originally
developed as a simple bilateral event between the CT Army National Guard and Ft.
Drum Training Brigade, the exercise grew to include 15 state and six Federal
agencies testing the State’s emergency response during a natural disaster and a
terrorism event. Directed, participated in and supervised four National
exercises during the last three years, and numerous state and local preparedness
events:

• ARDENT SENTRY 05 (National DOD Exercise)
• PATRIOT DEFENSE 04 (1st Army, State, Exercise)

• NORTHEAST SENTINEL--tested FEMA Region I (Local and State Response Exercise)
• OPERATION YANKEE (FEMA) (Multi Year Exercise)
Connecticut Army National Guard - October 1999 –
November 2001
As the Army Medical Strength Manager Mr. Dilley recruited and retained medical professionals in the CT Army National Guard.
Worked closely with the State Surgeon, Chief Nurse, and commanders at all
levels. Planned, directed and assisted in recruitment campaign packages to the
U.S. Recruiting Command.
Connecticut Army National Guard - August 1997 –
September 1999
As the
Executive Officer/, 192 Engineer Battalion, (Construction Support) Mr. Dilley directed and coordinated battalion staff efforts to achieve total mission
success. Reviewed Administration, Intelligence, Maintenance, Safety, and
Logistics, staff actions to ensure they were effective, coordinated, and
fulfilled the commander’s intent. Formulated and implemented staff operating
policies. Ensured the commander and staff were informed on all matters affecting
command.
Connecticut Army National Guard Training Officer, -
October 1995 – July 1997
Principal staff assistant to the commander in matters pertaining to
organization training and primary mission operations. Derived and implemented
training program to achieve and maintain critical unit mission capabilities.
Coordinated with the G1-G7 to ensure subordinate units have adequate
Administration, Intelligence, Maintenance, Safety and logistical support.
Connecticut Army National Guard - September 1993 –
September 1995
Mr. Dilley was the
Army Guard Reserve (AGR) Branch Manager and he increased technical capabilities of all personnel assigned to the AGR
section by instituting cross level training. Developed and maintained an
effective system to manage the administrative workload of the AGR section of the
Human Resource Office. Coordinated the CT National Guard full time manning
document with the National Guard Bureau.
Connecticut Army National Guard - February 1988 – August
1993
As a
Captain, Engineer Administration Officer, 192 Engineer Battalion, (Construction
Support) Mr. Dilley was the Engineer Administration officer of the 192d Engineer
Battalion. Coordinated personnel activities and advised the commander of all
matters pertaining to unit requirements. Prepared personnel plans, translated
all decisions regarding personnel matters into orders, and supervised execution
of all orders and plans pertaining to personnel matters. Trained and evaluated
unit’s personnel on mission and job related skills.
Connecticut Army National Guard - August 1985 – January
1988
As a
Captain, Company Commander, 242nd Engineer Company (Combat Support) Mr. Dilley
functioned as Line Company Command; Responsible for planning, organizing, directing,
coordination and controlling training of a combat engineer company. Encompasses
positions concerned with the tactical employment of an engineer unit. Evaluates
situations, and formulates intelligence, estimates situations, and formulates
decisions. Acted as Brigade Engineer Officer for Combat Brigades. Directed
employment of demolition munitions, barriers and fortification systems.
Optimized the use of available engineer manpower equipment. Additionally
responsible for Safety, health, welfare, morale, and discipline of assigned and
attached personnel.
