Jeff Bauer
Summary:
Mr. Bauer has over 24 years specialized experience in operations analysis,
doctrine development, organizational change management and implementation of
technology-based solutions/services. He has leveraged his considerable Coast
Guard experience and expertise gained as Commanding Officer of a Port Security
Unit and Executive Officer of a Naval Coastal Warfare Squadron in the
development of Coast Guard Deployable Operations Group Unit Books for
deployable specialized forces including Maritime Safety and Security Teams,
Maritime Security Response Teams and Tactical Law Enforcement Teams. He has
considerable joint service experience including mobilization and readiness and
Coast Guard Advisor to the Director J4 (DoD Joint Staff) located in the
National Military Command Center (NMCC) in the Pentagon. Mr. Bauer has
considerable experience coordinating between multiple services, Office of the
Secretary of Defense as well as Reserve Affairs and other federal agencies as
needed.

Mr. Bauer
has completed Homeland Security Exercise and Evaluation Program (HSEEP)
training on developing, facilitating, conducting, and evaluating drills and
exercises. He has also successfully completed the Basic Incident Command
System, National Response Framework and National Incident Management System
Training Courses.

Doctrine Development:

Contributing author and subject matter expert to the Defense Support
To Civil Authorities (DSCA) Handbook. The Handbook provides DoD commanders
guidance on employment of US military forces in response to natural
disasters within the US states and territories.

MSI’s contributing author of the Coast Guard Tactical Law
Enforcement Team (TACLET) Unit Books applicable to the years 2011 and 2017.
Responsible for project performance including researching and documenting
existing doctrine, policy, and tactics, techniques and procedures governing
TACLETs. Roles include planning, engineering investigation, operations
analysis, report development, and project briefings.

Contributing author of doctrine development for the Pub 5-x
series of publications. Researched and incorporated information into doctrine
publications in compliance with service and national guidelines.
Planning Development:

MSI’s contributing author of Mission
Performance Plans (MPP) documenting previous year performance and future years
direction. Extensive research and detailed analysis of multiple courses of
action, trends, and performance initiatives were conducted to ensure proper
acquisition for program execution.
Operations Analysis and Research:
- Contributed to the
development of maritime threat response to an all hazards environment in
accordance with the National Response Framework and the Key Principles of
Response Doctrine.
- Contributed to the Deployable Specialized Forces (DSF) reorganization
study and contributing author to the final report.
- Contributing author to the Coast Guard Concept of Operations (CONOPS) and outline of Offshore
CONOPS development.

Pentagon, National
Military Command Center, Joint Staff. Coast Guard Advisor to the JCS
for mobilization and readiness, (2006-Present), Report to Director J4 (4 star
General). Additional duties include assignment as the Joint Chiefs of Staff
representative to the cabinet level National Committee on Marine
Transportation Systems. Senior member of Joint Crisis Action Team and
Continuity of Operations Program. Served in this capacity for multiple
National Level Exercises and real world events.

Commanding Officer, Port Security Unit 307 (2003-2006).
Including deployment to Iraqi Freedom Jan - Dec 2004 and Hurricane Relief
Operations in New Orleans in September 2006. Led 140 men and women in Combat Zone
Operations, Port Security, Harbor Defense and extensive Search & Rescue
Operations during Hurricane Katrina.
