Jack G. Cline
Summary:
Mr. Cline
has over 25 years of management experience with
fifteen years of hands-on database (Access, Oracle, dBase) driven
information systems development experience. He has three years experience with
Cognos Business Intelligence software and four years of experience developing
and executing software test plans. Mr. Cline is highly skilled in the use of
computer systems, particularly business productivity software (MS Excel,
Access, Word, PowerPoint, Visio). He managed a major workforce and
staffing change at the largest field unit in the Coast Guard and currently has
eight years of operations analysis and planning experience with Coast
Guard customers.

Mr. Cline has completed Homeland Security Exercise and Evaluation Program (HSEEP)
training on developing, facilitating, conducting, and evaluating drills and
exercises. He has also successfully completed the Basic Incident Command
System, National Response Framework and National Incident Management System
Training Courses.
Current Responsibilities: MicroSystems Integration, Inc., October 2003 - Present
Mr. Cline is a Senior Analyst with primary responsibility for analysis and
planning efforts supporting the Coast Guard, Department of Homeland Security and
other maritime organizations. Specific responsibilities include support for the
following projects:

Western Hemisphere Transit Zone Performance Gaps Analysis (WHTZ PGA)
- Supported
efforts to conduct the periodic review of the adequacy of resources committed to
international drug enforcement.

Fleet Mix Analysis (FMA) - Supported efforts to analyze, validate, and make
recommendations regarding the requirements necessary to execute Coast Guard
missions in the Deepwater operating environment. Specific areas of emphasis
include the development of force laydowns, asset schedules, and modeling and
simulation support.

Coast Guard Modeled Operational Effectiveness Simulation (CGMOES) - Supported
efforts to update the simulation from a Deepwater specific implementation to a
broader Coast Guard implementation. Specific efforts included the development
of force laydowns, asset schedules, development of model specific data, and the
verification of model operations.

Common Activity Library (CAL) - Supported efforts to develop a library of common
activities used throughout the Coast Guard. This library of activities was used
to support additional Coast Guard efforts including the Unified Performance
Logic Model and Activity Based Costing applications.

Marine Information for Safety and Law Enforcement (MISLE) Data Analysis
-Supported efforts to extract and analyze data from the MISLE information system
to improve Research and Development Center understanding of survival times for
people in the water during search and rescue cases.

Resource Management Implementation Team (RMIT) and Resource Planning and
Integration Team (RPAIT) -Supported efforts to modernize and functionally
realign Coast Guard financial management policies, procedures and organizational
structure.

Guard State Data Sheets -Led the project to update the Coast Guard State Data
sheets.
Obtained and updated statistical data, revised data sheet text and pictures, and
produced final data sheets.

Operations Group (DOG) Metrics Development -Supported the development of
readiness metrics for the Coast Guard Deployable Operations Group and its
subordinate units. Developed measures, measurement data management systems, and
data collection processes.

Coast Guard Business Intelligence (CGBI): Formerly know as the Readiness
Management System (RMS) -Analyzed existing measures and developed
recommendations for additional measures. Developed prototype management
scorecards to portray readiness status. Created new measures repository format.

Integrated Deepwater Systems (IDS) Modeling and Simulation Support: Updated
Modeling and Simulation Master Plan (MSMP) -Developed flight frequency data and
schedules for the Deepwater Modeled Operational Effectiveness Simulation (DMOES)
model.

requirements, developed and tested new software and modifications to existing

Project Management
Functional Area Manager for fast-paced, high profile Readiness
Management System (RMS). Delivered all releases on time and within budget.
Project execution praised by senior Coast Guard (CG) management. Led award
winning Y2K compliance effort for largest field unit in the CG. Developed and
implemented contingency plan to ensure continued operations using both
specialized and geographically dispersed teams from seven ships and five shore
units. Led implementation team for major reorganization of CG units in New
York region. Consolidated five independent business units into the largest field
unit in the CG. Reduced staff by 10% with no reduction in service to internal or
external customers, delivered on schedule and within budget.
Information
Systems Development
Led successful development effort for cutting edge RMS by integrating
Cognos multidimensional cubes, data warehousing, web, and Geographic Information
System technologies. RMS is key to the Coast Guards business improvement
strategy. Led team that designed, developed and implemented system using
early data warehousing technology to serve information from a legacy production
database into a publicly accessible environment. Critical need for the
Commandant (CEO) of the CG to showcase the system at the International Maritime
Organization. System fielded 10% ahead of schedule, on budget, and personal
efforts officially recognized. Automated complex manual business process
authorizing carriage of hazardous chemicals on vessels. Designed system,
performed all coding, conducted Quality Assurance, and created system
documentation. Reduced processing time by 50%-75% depending upon type of vessel.

Requirements
Analysis
Skillfully worked with customers to develop and prioritize
requirements, ensuring aggressive schedule was met. Developed and implemented
new business process to organize and prioritize new requirements. Analyzed
corporate Y2K requirements and existing plans to identify shortfalls at business
unit. Prepared practical, common sense implementation plan for Y2K project.
Helped develop critical success factors, business process changes, and
detailed requirements for regional reorganization project. Effectively used
consensus building on data warehousing project to place essential system
requirements on the critical path and move less critical features to an

Requests, managed resources effectively, ensured accountability of all system

operations by efficiently administering $600K annual budget and a $35M facility.
As a Federal employee, managed and utilized Indefinite Delivery Indefinite
Quantity (IDIQ) contracts, prepared statements of work, and worked closely with
COTR to obtain task order approval.
Process Improvement
Prepared and marketed new RMS development process to customer
ensuring continued success of project. Consolidated and streamlined several
business processes during regional reorganization project, achieving the same
volume of work with 10% less staff. Implemented groupware based (MS Exchange)
process for allocating resources, sharing information and streamlining
communications among business units.
Training/ Customer Service
Developed innovative training materials using Macromedia Authorware for RMS.
Personally delivered RMS training to Senior CG officials including Commandant,
Vice Commandant, and Chief of Staff. Praised by customers for being highly
responsive to requirements changes and providing exceptional support. Reduced
processing time for new cargo requests by 20% using automated system.
Implemented web-based survey to collect customer satisfaction data.
Implemented QA Measurement Plan for business unit to ensure quality service and
customer satisfaction (averaging 3.5 on 4.0 scale).
