Elijah Flynn, P.E.


Summary:
Mr. Flynn has over 25 years of project management and schedule analyst experience with corporate companies and government agencies.  Has experience managing projects with multi-disciplinary teams of two to four people.  Proven leadership, management and communications skills demonstrated in assignments at both the corporate workplace and the U.S. Coast Guard operational environment.  Has nearly 10 years Marine Safety Office (MSO) experience with the Coast Guard as a Commissioned Officer (O-5) with multiple leadership and management positions in the fields of Coast Guard engineering and maritime operations.  Possesses a unique combination of business acumen and analytical experience capable of fully understanding and translating business needs into technical requirements.  Experienced in performing operational and quantitative analysis of real world problems.

Mr. Flynn has completed Homeland Security Exercise and Evaluation Program (HSEEP) training on developing, facilitating, conducting, and evaluating drills and exercises.  He has also successfully completed the Basic Incident Command System, National Response Framework and National Incident Management System Training Courses.

Mr. Flynn serves as an analyst for a number of MicroSystems projects. He has provided task support on several projects including:

  • Mission Performance Plans – Drafting and development of Coast Guard Mission Performance Plan (MPPs).  The MPPs lay out the mission, vision and strategic goals of Coast Guard missions.  They also identify objectives, mission challenges and performance initiatives. 

  • Unified Performance Logic Model –Support of a web-based model to serve as an alignment mechanism across all performance measurement and logic model development throughout the Coast Guard.  A unique visualization interface was developed to provide user control and visualization of relationships across models.

  • Requirements and Capability Management – Establishing organizational processes to effectively manage the identification of capability gaps and recommendations for solutions to address those gaps.  The process is designed to minimize the risk and cost for the organization while maximizing the probability of success in addressing capability gaps for the Coast Guard.

  • Capstone Concept for Coast Guard Operations Drafting and development of  a document describing how the Coast Guard employs its capability, at the service level and across all missions, to address the broad array of current and future challenges.  This translational concept bridges the high-level Coast Guard strategic documents such as Evergreen and Publication 1 with the collection of Coast Guard strategy, plans, and policy.

  • Deployable Specialized Forces Regionalization – Development of a detailed  progress report and plan of action & milestones addressing the major issues associated with the disestablishment of five Maritime Safety and Security Teams and determining a recommended course of action.

Project Manager – A/Z Corporation, North Stonington, CT - 2008
EXPEDITOR: Foxwoods Grand Pequot Casino: Phase l, Mashantucket Pequot Tribal Nation CT: $55 million NEXT Generation Renovation Project. New restaurants and shops with a luxury corridor linking MGM Grand Hotel to the Casino.  Project included 6600sf high-end shops and boutiques, David Burke Prime (13,000 sf) and Burke in the Box (2700 sf) restaurants.

Project Manager – Diversified Technology Consultants, North Haven, CT – 2005-2007

  • As the Project Manager responsible for the U.S. Coast Guard Sector Command Building, New Haven, CT (design/build 32,000sf) Office building and command center coordinate design and manage fast-track construction of complex waterfront facility supported by steel piles. Included new underground utilities and extensive sitework ($9.5 Million)

  • As the Project Manager responsible for theFederal Law Enforcement Training Center-Buildins 69 Renovations. Brunswick, GA.  Managed partial demolition and asbestos abatement of an existing 44,000 sf office building and training facility. Completely renovated the remaining shell structure and constructed a new main entrance and elevator lobby. ($4.5 Million)

Production Manager - MCM Restoration, LLC, Waterford, CT – 2004-2005
Residential home remodels, additions. and restorations. Directed production activities of field forces and subcontractors. Inspected projects to ensure conformance with state, local and federal construction codes. Managed, motivate and trained 20 construction staff employees. ($50k -$250k)

Project Manager – Konover Construction Co., Farmington, CT – 2002 2004
Jackie Robinson Pre K-8 Replacement Schools, New Haven, CT.  Constructed new 160,000sf facility containing classrooms, a uditorium, cafeteria, kitchen, gymnasium, library and media center. Led day-to-day operations of the project team.  Directed extensive site civil engineering work and mechanical/electrical systems instalation. ($22 million)

Project Manager – CR Klewin NE, LLC, Norwich, CT – 1995-2002
Successfully managed construction of multi-million dollar projects.  Prepared documentation and directed project meetings.  Solicited, prepared and reviewed bid documents and negotiated contracts.  Developed project budgets and schedules.

  • Morgan Street Parking Structure, Hartford, CT ($26.5 million) 75,000sf 9-story precast concrete reinforced structure with 15,000sf of retail and office space.

  • Connecticut College Dorm Renovation, New London, CT ($4 million) 50,000sf interior and exterior renovation of existing 4-story dormitory building.

  • Foxwoods Grand Pequot Hotel Fit-Out. Ledyard, CT ($100 million) and Foxwoods Grand Pequot Casino Entry. Ledyard, CT ($150 million) 1,500,000 sf, 26-story luxury hotel tower and casino consisting of 900 hotel rooms,luxury suites , meeting rooms, restaurants, porte cochere valet entry, main lobby, gaming areas, reception areas an ancillary spaces. Provided high-end finishes or marble, granite, interior lacewood panels and mirrored glass, exterior classic gold metal panels and state-of-the-art glazed skylight canopy. Extensive sitework, utilities and landscaping work performed at the grand entrance area.

  • John Barry Elementary School. Meriden, CT ($10 million) 78,000sf demolition and new construction for a 34,000sf addition and 44,000sf of renovation with new mechanical, electrical and fire protection systems.

Project Manager – Marshall Contractors, Inc, Rumford, Rl – 1987-1995
Successfully managed construction of numerous projects. Prepared project documentation and directed project meetings. Solicited, prepared and reviewed bid documents and negotiated contracts. Developed project budgets and schedules .

  • Colony Cablevision of SE Mass , New Bedford, MA - 40,000sf office building, including sitework and interior renovation. ($53 million)

  • ACI Detention Facilities, Cranston, RI - 146,000sf of living space and 150,000sf of operations and ancillary space. ($35 million)

  • NYNEX Information Resources, Middletown, MA  l00,000sf new 8-story corporate headquarters with 500-vehicle precast parking garage, ($21 million)

  • Served as Deputy Chief Response and Planning Department MSO Providence 1994-1999. Played key roles in regional maritime exercises including Secure Port 94 and National Preparedness for Response Exercise Program (PREP) drill in 1999. Instrumental in expanding augmentation roles and integrating unit reservists.

  • Knowledgeable in maritime operations, law enforcement and port security requirements. Completed service schools in Maritime Law Enforcement, Contingency Response Planning and Evaluation, Antiterrorism and Incident Command System (ICS 100, 200, 300, 400).
